In the period of Self-government Province of Zeta, and later of the Banovina of Zeta financial administration was not independent. It operated directly within the Ministry of Finance on the Kingdom level, until 1929, and after the establishment of Banovina within the Financial Directorate, as the second instance authority whose centre was in Podgorica.
After the war in 1945 and gaining the status of the Republic, financial administration of the Montenegro, and those of other republics, were formed both on the federal level and on the level of Ministries of Finance of the Republic. Their authorities in relation to the Federal Ministry of Finance, and the names of organizations changed during the time. From the 1953 ministries will be replaced by the secretariats, and from 1991 they would function again as ministries. During this period from 1945 until present day have discharged ministerial and secretarial duties:
